I pursued this further and found that on multiple computers and keyboards including using both USB and PS2 keyboards.
Right-Alt + PrintScrn + REISUB works only while using PS2 keyboards, and it is consistent with multiple computers. The computer I reported this bug on does not have any PS2 ports. Furthermore REISUB works only with PS2 keyboards with LIVE openSUSE- Leap-15.3-DVD-x86_64-Build151.1-Media.iso and not USB keyboards on any computer I tried with it.
