No longer a problem in Ubuntu 21.04. In gnome settings go to
"Applications", select Remmina and toggle "Inhibit system keyboard
shortcuts". That gives the application permission to grab the keyboard.

Special keys are not working under Remmina.
Seems to be a Wayland specification and implementation of that
specification.
This bug could embrace all apps that need this behavior (VirtualBox,
vncviewer, etc)
