I tried to reproduce the bug in current KUbuntu 20.10 with xdg-utils of
version 1.1.3-2ubuntu1 or future Ubuntu 21.04 with xdg-utils of version
1.1.3-2ubuntu2 and uninstalled the "file" package. In both cases, xdg-
mime correctly outputted type of an image. Example:

 $ xdg-mime query filetype 
/usr/share/backgrounds/ubuntu-default-greyscale-wallpaper.png 
 image/png

What DE do you use? Please attach an output of a command to xdg-mime
with "bash -x" prepended (without quotes).

  Missing dependency "file"

Status in xdg-utils package in Ubuntu:
  Incomplete

Bug description:
  I'm using Ubuntu 14.04 dev with xdg-utils 1.1.0~rc1-2ubuntu7 and the
  package "file" is not a dependency of xdg-utils. For example this will
  result that xdg-mime can't show the mimetype of any file.
