I tried to reproduce the bug in current KUbuntu 20.10 with xdg-utils of version 1.1.3-2ubuntu1 or future Ubuntu 21.04 with xdg-utils of version 1.1.3-2ubuntu2 and uninstalled the "file" package. In both cases, xdg- mime correctly outputted type of an image. Example:
$ xdg-mime query filetype /usr/share/backgrounds/ubuntu-default-greyscale-wallpaper.png image/png What DE do you use?
