It seems that this bug was originally about Ubuntu 14.04.

I now tested that on Ubuntu 18.04 this works like it should. The
shutdown can be canceled and in addition there's an info text saying
that the machine will automatically shut down in 60 secs.

This bug can be closed.

Bug description:
  This happens on my hardware:

  1) Push the physical power button
  2) Observe that the shutdown menu opens
  3) Wait a couple of seconds
  4) Observe that the machine shuts down by itself

  What should happen:

  1) Push the physical power button

  3) Observe that nothing happens if user doesn't select anything
