No mutter is not used in Kubuntu as far as I know. I was wondering about that. If you can reproduce the bug without Mutter being involved then obviously it shouldn't be assigned to Mutter. I will shotgun a few related projects... They might not all be to blame but at least other people will be able to find the bug and avoid logging duplicates.
