That shows the upstream version of some of the many GNOME packages
(don't know which one). Besides, there are several non-trivial gnome-
control-center patches in Ubuntu, so what does this command output:

dpkg-query -W gnome-control-center

With desktop environment I meant to ask if you possibly are on one of
the Ubuntu flavors. I think Ubuntu Budgie uses gnome-control-center by
default.

Yes, knowing how to reproduce is always useful, of course. (But I still
can't reproduce it.)

You seem to be using some other theme but the default Yaru one.
Wondering if it may be a theme issue.
