This is now fixed in Ubuntu 20.04 (focal fossa). Installing voikko-fi and giella-sme gives one access to use Voikko with multiple languages.

A number of languages using this backend are available from divvun.no, divvun.org, giellatekno.uit.no and apertium.org, and it would be very desirable to make these languages available also via enchant, to broaden the language coverage of spell checking services in Ubuntu.
