I cannot reproduce the problem here in a 18.04 virtual machine. Pressing the accent, then releasing it, then pressing Shift+A gets me a "Á" as I would expect. This is both in the omnibar and in text fields in HTML content.

Expected: Pressing Accent + Letter = Accented Letter. What happens: When one presses Accent + Shift + letter, Shift cancels the Accent action (with an audible system alert if activated). It is possible, however, to press Caps Lock and do Accent + letter, with the expected result (an accented letter). This only happens within Chromium. It is possible to press Accent + Letter and get the accented letter anywhere else.
