Title:
  Notifications don't have sound

Bug description:
  A fresh install of 19.10 does not have sound for new incoming
  notifications. Using the notify-send or alert CLIs don't produce sound
  either.

  System sounds level is at 100%. All application types in the
  notification settings have Sound Alerts enabled.

  I've experienced this on 3 separate machines: 
  - A newer AMD 3700x machine using USB audio
  - Older Intel 5th gen using USB audio
  - 2018 Huawei Matebook X Pro with both built-in speakers and USB audio

  It makes the system difficult to use when relying on important
  notifications from messaging or email applications for example when
  they don't produce sound, especially on multi-monitor setups where the
  notification may be missed, or I'm turned away momentarily.
