I have tested further installing the Chromium snap in Kubuntu and
Xubuntu. Both allow me to install extensions.

My Ubuntu install still has the issue.
~/snap/chromium/current/ has a symbolic link to ~/snap/chromium/861 which is 
empty
All folders under ~/snap/chromium/ (861, 881, and common) are empty

Permissions are 755 to ~/snap/chromium/861, ~/snap/chromium/881, and 
~/snap/chromium/common
and 777 to ~/snap/chromium/current

  [snap] Unable to install Extensions

Status in chromium-browser package in Ubuntu:
  Incomplete

Bug description:
  When attempting to install an extension in the Snap version of Chromium I'm 
presented with an error message
  "An error has occurred Could not create download directory"

  Steps to recreate:
  Menu > More tools > Extensions
  Select any extension to install
