Public bug reported: This is probably a "duplicate" of a bug, which was fixed in evince 2.27, but now in evince 3.30 it seems to reappear again. Additionally, I am not sure if this is an evince bug or a gtk3 bug. The main problem is that the folder where a document was saved last is never stored. So for me a common workflow is downloading a pdf of a scientific publication and I need to store it somewhere in my filesystem. In many other instances (sumatrapdf on windows) the folder where I saved the last pdf is always stored. This means after I saved the first document for all subsequent documents I don't need to navigate the file system again. At the moment evince always starts in the home folder and I need to navigate through my filesystem again. This is on fedora 29 with evince 3.30.2 and gtk3 3.24.1.
