Public bug reported:

Ubuntu Gnome 18.10

Expected behaviour:
Play media content in different tab in Firefox while viewing a page in Firefox'
readingview (that option given in the URL-bar for a text version of a site)

What happens:
As soon as i open the website in Firefox special readingview, all sounds from
the media tab starts to make crackling sounds.

Workaround:
Close Firefox and don't use reading view.

Second workaround:
Removing packet "speech-dispatcher" completly remove this issue.

This issue is extra annoying in Kubuntu as it starts as soon as i open
one of the PIM applications, i.e. kmail or akkregator.

Seems to be cross-distribution as i experienced it on OpenSUSE Leap 15 /
Tumbleweed KDE and could be resolved by removing speech-dispatcher
packet.
