In the mean time, could `widget.content.gtk-theme-override` be set to `Adwaita` by default? This would fix the issue (except for the settings page), and Adwaita is always present on systems with GTK+. I opened https://bugzilla.mozilla.org/show_bug.cgi?id=1527048 for this change, everyone please go comment on that bug :)
