Unable to perform "Inspect Element" on page which reloads on resize

Not sure it's in automatically collected details, so here it is:

Try to perform "Inspect Element" for the banners on the right side. Page will
immediately reloads and panels of page inspector will disappear. It doesn't
work even from "Tools/Web Developer" menu. As soon as panel appears and page
size changes it reloads and inspector disappears.
