I installed a new kernel 4.20 on Gnome-shell and the power consumption was almost same/high. Then, I removed the kernel and switched back to 4.18 that comes with 18.10 base and installed unity-session and I noticed a sudden decrease in power consumption. I don't know, if the problem is Gnome-shell but this is what seems by switching to unity.
