Upstream doesn't consider it as a bug, at least not in nautilus. Could perhaps be handled in a nicer way in gnome-shell though...

Bringing the window to the top of the screen will make it go full screen as expected. Snapping works perfectly on my primary monitor (left, top, right). Other applications like terminal, gedit, and Firefox snap correctly on my second monitor.
