This was the same issue that was discussed in https://bugs.launchpad.net/ubuntu/+source/evince/+bug/78584 and it was fixed in the following versions of Evince, but now it has reappeard (at least to me)

This is very annoying since titles are pdf metadata that most commonly do not make sense, while pdf names (i.e. location) are easily modified by user and nexessary to distinguish files.
