  Downloads window looses all window decorations when restored via add-

Bug description:
  Have "Downloads" icon in add-on toolbar at bottom of window.
  Open and minimize "Downloads" window.
  Click "Downloads" icon in add-on toolbar.

  Expect to happen:
    Downloads window re-appears in same place it was before being minimized and
