  Menu key ineffective when navigating links with keyboard

Bug description:
  When navigating links with the keyboard, using the following method:

  1. Ctrl-f
  2. Entering the search term
  3. Ctrl-g several times to get to the desired link

  ...the keyboard menu key does not produce the menu that comes us when
  right-clicking on a link.  The menu key provides an accessible option
  for persons who don't wish to (or can't) use a mouse.

  When a link is selected through keyboard navigation, the menu key
  should produce the menu.
