We can keep this bug ID but you'll need to reword the bug title and
description to encompass the actual problem. The initial problem you
reported is invalid - that was the jack module not working. Because the
jack module wasn't installed.
Please reword the bug title and description however you like, and when
done set the bug status back to 'New'.

Bug description:
When I try to load pulseaudio-module-jack modules, I get an error:
Failure: Module initialization failed
When I look in /usr/lib/pulse-8.0/modules/ there are no jack modules.
I'm on Ubuntu 16.04.04.
