Thanks for your bug.

I'm sorry, though, but this is not something that Ubuntu is going to
change on its own. The best avenue to pursue such a change would be
talking to GNOME upstream. You can find more information about how GNOME
is designed here: https://wiki.gnome.org/Design/

Title:
Fullscreen title bars (!) waste so much space

Status in gnome-terminal package in Ubuntu:
  Won't Fix

Bug description:
On Xenial, I had only one title bar containing the menu to the left
and the systray to the right.

On Bionic, I've got three title bars:

  1. Stripped down menu to the left, systray to the right
  2. Current path (redundant, since this is usually in the prompt)
  3. Full menu

I consider this a significant regression, as it now wastes precious
screen space – about three lines of terminal text compared to the last
  LTS.

Also, two menu bars for the same app, partially containing the same
items appear to be useless to me.

I hope the change can be undone in the current LTS cycle.
