I have this issue with gnome-software on Xfce 4.12 (Xubuntu 18.04 LTS). The problem occurs with default icon pack elementary Xfce darker; along with elementary Xfce, elementary Xfce dark, elementary Xfce darkest icon pack. So the problem occurs with the whole series of elementary-Xfce icon pack. Stars are shown correctly with other icon packs included in Xubuntu.
