It doesn't look like "most" of the time. The screenshot shows the machine has been up 26 days and that gnome-shell process has consumed 641 minutes of CPU, which is less than 7 hours.
It's definitely a bit strange, but not most of the time. It's only consumed about 2% of the machine's CPU time since it booted.
