  It also fixes LP: #1721927

  Test Case
  =========
  Open the Settings app and verify that things appear to work fine.

  One easy fix to verify is to open the Wi-Fi panel and press F1. The
  Help app should load to the Wireless Networking page.

  Close the Help app. Click the Notifications panel and press F1. The
  Help app should open to the Notifications page.

  Regression Potential
