This appears to be fixed. I can't find the "Roll up" action in gnome-
tweak-tool, but if I map double-click on title bar to invoke the context
menu, chromium behaves this way too.

  To reproduce:
  System -> Preferences -> Windows
  Titlebar Action: Double-click titlebar to perform this action -> Roll up
  Start Chromium
  Double click on title-bar

  What happens:
  Chromium maximises, if you double click again it changes back from maximised.

  What i expect to happen:
  Chromium should roll up like every other window.
