My Kernel has had boot param set to nouveau.nofbaccel=1

Based on 711434  I am adding nouveau.noaccel=1
Will report back in 24 hours.

Bug description:
  
  Regular lockups under graphics load.  
  Existed since 2013 under previous versions of Ubuntu.

  Tends to happen when page scrolling or moving quickly through a browser page. 
  Graphics load related?

  Several previous bugs of a similar nature either considered invalid or
  abandoned due to being on older versions of kernel or Ubuntu.
