Ubuntu 17.04 is including GNOME 3.24 with only a few exceptions.
devhelp did not release a 3.23 snapshot until Sunday. The new feature
is that gobject-introspection bindings are included (so we need a new
binary package for them). Also gtk-doc documentation for devhelp is
now built and included.
When packaging devhelp 3.23.91, I had to disable -Werror to get this

devhelp is not included in any Ubuntu flavor default install (It is
listed as 'supported' in several seeds).
I have upload rights but wanted to make sure there was no problems
