I think this is already fixed in Debian.

I fixed it in my servers the same way: changing /usr/sbin to /usr/bin.

  jetty init file has bad rotatelogs location

Status in jetty package in Ubuntu:
  Confirmed

Bug description:
  when restarting jetty service:

  /etc/init.d/jetty: 274: /etc/init.d/jetty: /usr/sbin/rotatelogs: not
  found

  changing line 201 from sbin to bin resolves issue

  $ apt-cache show jetty
  Section: universe/web
  Version: 6.1.26-1ubuntu1.1
  $ uname -v
  #69~14.04.1-Ubuntu SMP Thu Jun 9 09:09:13 UTC 2016
