firefox flash install requires restart

Bug description:
Ubuntu 8.04.1 amd64 - fresh install with updates
When firefox encounters a page which uses flash, it displays that
plugin frame, which upon clicking triggers the plugin installation.
But after the plugin is installed, the page still show that frame. Even after
reloading the page.
Clicking it opens again the plugin installation wizard, but this time it
says, that the flash plugin is already installed.
It only works after closing and restarting firefox.
Either:
- the plugin should work without restart
or
- the install wizard should inform the user that the change will be
effective only after closing and restaring firefox
