(where ??=your country letters, for example es for spanish). I think that it should be on obiquity. It is very unlikely for an new user to find the language-pack-kde-?? from Synaptic so he can install it. The problem appears if a user installs a kde application, lets say kturtle. There is no way of installing the language support for an kde application.
