Same problem for me. Maximum speed burns at 1.5x - 2.5x continuously fluctuating up then down. I switched the DVD burner and tried 4 DVDs with the same result. Worse yet, manually choosing write speed gives me the options of 4x, 2 identical options of 8x, and 2 identical options of 16x. I randomly chose one of the 8x options and again, same slow result.
K3b burned an entire DVD in a little over 5 minutes, achieving 16x which it auto selected, which means the troubleshooting aims straight at Brasero. Brasero was great before, but something changed. ISO images appear to burn normally, at least my last image burn was okay about a month ago. But making a data DVD was terribly slow. Brasero writes slow when 'Maximum Speed' set for DVD disc. When set to wrtie a DVD at 'Maximum Speed' (default) my LG SATA writer writes at less than 2.0x. If write is manually set to 8.0x or 16.0x, the write speed is as expected based on the quality of media being used.
