We provided that PPA because we could not include those drivers. This,
however, does not mean that 16.04 won't get a Vulkan driver after its
release.
When NVIDIA release a long term support driver that features support for
vulkan, we will include it.
As for AMD, we certainly have plans to keep both radeon and amdgpu
updated.

Bug description:
The drivers are available at
https://launchpad.net/~canonical-x/+archive/ubuntu/vulkan so please
give the option to install a Vulkan compatible driver for Ubuntu
16.04. Since this is an LTS, we don't want to hold back Vulkan
adoption and SteamOS ships a Vulkan compatible Nvidia driver by
default.
