It does not seem to happen immediately after booting, and I am able to use ALT-Left/Right without issue (in Terminator and PyCharm, for example), but then at some point it will start switching VTs. I'm filing this bug against xwayland, because it's the running X server. It shouldn't be - I chose 'GNOME' rather than 'GNOME on Wayland' from GDM - but that is what is running. Since I can't seem to run without Wayland, I can't test any other way. Another user noticed this only happens with multiple monitors.
