I don't think unity8 has any role to play wrt apport launching. also, apport shouldn't be launched for apps being killed for oom, only in cases where they crash.

As the dialer app is opened it looks like the oom killer kills the open apps which in turn triggers apport which then hog the cpu EXPECT: I expect to the able to answer the call with no issues ACTUAL: The phone can lock up completely making it impossible to answer the call, the call goes to answering machine and when the phone is able to be used you get the missed call notification.
