The theme list is currently hard-coded in the Ubuntu version of the source for gnome-control-center, and cannot be changed without recompiling this application. Basically, out-of-the-box, Ubuntu has decided to make it impossible for anyone to create and distribute "clean" Ubuntu themes.

It is possible to choose only 5 desktop-themes: Ambiance, Radiance, Adwaita, and two contrast themes. If in /usr/share/themes add one more gtk3 desktop-theme Gnome Control Center won't see this desktop-theme (it is possible to alter only above-named 5 desktop-themes (only in this case changes will appear))... If to use deconf-editor Gnome Control Center will show empty item in combobox. I not the expert, but I don't think that this bug can't be corrected before release Ubuntu 11.10... Yours faithfully.
