I just came across the same problem. I am running elementaryOS where I
missed overlay scrollbars. I installed them and now they appear in all
applications except Libre Office. Is someone currently working on
enabling support for LO?

  LibreOffice uses Gtk+ for styling but the overlay scrollbars need a custom 
implementation.
  Right now, they are blacklisted to ensure the proper GtkScrollbar style.
