Software center does not show up configuration dialogue for
applications that needs configuration at install time

Bug description:
When I try to install lirc with Ubuntu Software Center, lirc remaining
unconfigure because here does not show up configuration window for
lirc package. (same same behavior for another applications that needs
configuration on install e.g. tvtime)
This problem does not occur when I try to install lirc from
commandline with "sudo apt-get install lirc". See screenshot.
Steps to reproduce (example):
- Open Ubuntu Software Center
- Try to install tvtime (or lirc)
Expected result:
- An configuration dialogue shown to enter same options, after which
the changed would be applied.
Actual result:
- Software center does not show up configuration dialogue and freezes
while installing. As results users that use Ubuntu Software Center to
install this apllication report same bugs:
