I just tested, it's possible to add the User menu to panel manually and then log out. So this is just a case of bad default configuration. Do you know which package handles that?

Cinnamon fails (another issue) and starts Gnome-flashback as a fallback desktop. The default Gnome has only Applications and Places menu and no way to log out or restart the computer. Workaround is to start a terminal and reboot the computer from it.
