Just tested — works fine for me, the weekdays/month names show and are
English as expected.
Are you using gnome-panel's own clock applet, or indicator-datetime?
(And do you have a screenshot?)

Bug description:
When the environment contains LANG=C (in .pam_environment, for
example), the clock in gnome-panel disapears if it is either in
12-hour format, or it displays seconds.
