I do not think this bug report is just a misunderstanding about overlay scrollbars.
For me, on one of my computers, the overlay scrollbar is simply not present. There is no orange line to hover over. I can scroll by clicking within the messages and using the up and down arrows on my keyboard, which shows there are messages to scroll through, but there is no scroll bar. On other computers running Oneiric, I *do* get the overlay scrollbar. I also have working overlay scrollbars on other applications on the affected computer.
