I noticed that most of the times this happens to me if I have an open "option window" in any other opened LO window or if I have a cell double clicked in any other calc file. Some times this also occurs if I have selected something in any opened LO file. These may mean that if LO is in some "uncertain state" is blocking only the paste special operation. (LO 4.2.7.2, ubuntu 14.04, 64b, Cinnamon)
