My mako PIN dialog problem is bug #1376250 (happens on mako only) and can be workarounded via system settings -> security. The wifi being simply powered on is not the key - if not connected to a wifi network, 3G keeps reconnecting. The only way for a stable 3G connection with the PPA is to have wifi connecting to a network on boot, after which the wifi can be disabled to use 3G only with the original bug fixed.
