(as a data point, I tried a build without the last three patches and the behavior is the same. It's now just easier to see as scopes/Unity8 don't crash anymore)
I test simply by putting 'ping 8.8.8.8' in one adb shell terminal. The cycle seems constant 20 seconds up, 9 seconds down.
