In print queue dialog, print 'move to' only works from menu, not from
right clicking print job

Bug description:
Binary package hint: system-config-printer
If I print to an offline printer, the job will appear in print job
queue, and of course, will not print.
If I attempt to move the print job to another printer via rick
clicking on print job->move to->AnyOnlinePrinter, nothing happens.
If I instead select the menu item Job->Move to, then the job is moved
instantly to the next print and prints.
