Bug description:
Cannot use the keyboard to adjust the menu and title bar scaling.
不能用键盘(←→↓↑)调节菜单和标题栏缩放比例
Steps:
1. Enter into System settings-->Display
2. Use mouse to drag the process bar to adjust the menu and title bar scaling
3. Click the process bar, use the KB(←→↓↑) to adjust the menu and title bar
scaling
-->Failed. The process bar will change, but the menu and title bar scaling
doesn't change
