I've had the same problem myself. The link you are using is actually of
wrong format. Refer here for reference:
http://tools.ietf.org/html/rfc2368

The first mailto: parameter have to be separate by "?" sign, not the
ampersand, so this would work:

mailto:em...@address.com,ema...@address.com,ema...@address.com?subject=a
test subject&body=some test body

  clicking on a link in my browser to
  "mailto:em...@address.com,ema...@address.com,ema...@address.com&subject=a
  test subject&body=some test body"

  results in an email window with no subject or body, but the following 
recipients:
  em...@address.com
  ema...@address.com
  email3"@address.com&subject=a test subject&body=some test body

  (first 2 are correct, last one has an extra " before the @, and the
  &subject=xxx&body=yyy)

  can reproduce this by executing at the commandline as well:
  $ thunderbird 
"mailto:em...@address.com,ema...@address.com,ema...@address.com&subject=a test 
subject&body=some test body"
