Ubutu 12.04 x86
In keybord layout settings and set "New windows use default layout".
Default lang is English. When I chande curent app lang to russian and press 
Ctrl+Alt+T (start terminal) terminal has russian layout. Same thing happens 
when start app from ubuntu panel.
New app has default engl layout only when started from dash.
