Title:
Can not add printer in Ubuntu GNOME 13.10

Status in Ubuntu GNOME:
  Incomplete
Status in “system-config-printer” package in Ubuntu:
  Expired

Bug description:
Trying to add a printer via the printers section of the setting pages
always fails with a "can not add new printer" pop up message. Does
work however if you run system-config-printer directly on the command
line as described in the forum thread
  http://ubuntuforums.org/showthread.php?t=2175999.
