Both those commands contact D-Bus to activate the screensaver. In 14.04 Unity provides this D-Bus interface. GNOME Screensaver provided this interface in older versions.
You may want to check: - You are not running gnome-screensaver in your session - it is not required. i.e. "ps aux | grep gnome-screensaver" shows nothing. - If you are running these commands from another session (is this what you mean by logged in via SSH?) then they need to access the correct session bus. It seems to do the exact same thing as the command "dm-tool switch-to- greeter." This has the side effect of, since Ubuntu 14.04, making it impossible to lock the screen from the terminal.
