Does this happen with other programs or only Writer. In fresh installs Writer icon is always on third position and then you have Calc and Impress so maybe that got something to do with this.

For example, I have Thunderbird locked to position 3 on the launcher. If I open Writer (which is an app not locked to my launcher), it opens in slot #3 on the launcher and thunderbird is shoved down to position #4 on the launcher. As a consequence, whenever I tap Super+3 to open Thunderbird, I end up opening Writer. Apps in locked positions on the launcher should be fixed and should not move when a new app is opened. Apps opened from the dash should appear on the Launcher at the end of the Launcher-List (below the locked-icons).
